Project Abstract: The Mill Creek Apartments and Senior Estates project is a publicly funded project to benefit low income families. This prevailing wage job was awarded to KeyWay Corp by the Vancouver Housing Authority. The 6-building project was constructed with economy-grade finishes, and included the installation of one hydraulic elevator and maintenance of a sensitive wetlands area.

Project Challenges: The complex nature of funding for public projects added an additional level of detail to the contract administration process. Washington State sales taxes have partial exceptions for public projects, which added to project management time, as did the prevailing wage requirement.
